Talk to Priest of the Earth Gerald. Tell him that you brought gifts and ask who has the rights to Strip Mine. He will pick up the Very Expensive Necklace and send you back to Warehouse Chief Reed. Tell him about the hint that Gerald gave you. Warehouse Chief Reed will send you back to Silver Scale's Balanki.
Talk to Silver Scale's Balanki and tell him you're done. Get the Scroll of Escape to Giran Castle Town (in the bag), which will help you move to Giran, and the Traveler's Mark (in the quest items), which you need to show to Trader Galladucci (Luxor Shop - Prestigious Item Hall) in Giran so that he can help you return back.
