Let's go to Seed of Infinity. You can fly either using your own air transformation or on a clan ship.

The place in the citadel is very small and narrow. Therefore, you can easily find Officer Tepios . A delivered letter of recommendation from Admiral Keucereus will give you access to other quests in Seed of Infinity.
